There was never a figure of how many surgical doubles Saddam had. Saddam might only have had 2 doubles, it's just not confirmed.
I'm sure when Bin Laden died they got a plastic surgeon to make a double and send him out into the mountains, while again having the same voice as Usama Bin Laden.

Plastic surgery is as common as anything, and its not hard to find someone that sounds very similar to another person with a heavy Arab accent. |

It's hard to believe because all the recordings/video match his voice from the beginning of time, even family videos.
