Not universally. Just look at two KU recruits: CJ Giles sat out his sophomore year because of transfer rules but Micah Downs is switching from Bothell High to Juanita and I do not believe he moved.

In northern Kentucky, you can go anywhere up until your freshman year. That is how high schools such as Highlands and Covington Catholic recruited players, they'd have them transfer for their freshman year. Jared fatass Lorenzen lived in my school district, yet played at Highlands. I could name a dozen more instances like that.

a friend of mine played varsity basketball (a low profile player)for a lexington high school last year...this year he moved (not transfered, there is a difference) to a different district and a different high school in lexington this season and he will most likely be ineligible....he is a senior and i see this as idiotic and unfair but oh well
